    EIST or Speedstep whatever... is like Cool-N-Quiet of AMD which reduces FID and VID to save power while in idle mode. Google is your friend.... :)

    its closed 24x7,just opened the case for a better picture... that OCCT temp above is a closed case result... and EIST is enabled so multi and vcore will drop on idle mode and rise on full load...
