my htpc with an AMD Athlon X2 BE-2400 Brisbane 2.3GHz Socket AM2 Dual-Core Processor and 1 gb ram is ALMOST able to software render high quality 1080p mkv rips. i suspect that something around the speed of a 2.6ghz x2 will be fine for what you're looking for. on the intel side any cheap core2duo...
as long as the system is capable of 1080p decoding, whether that be x264 or blu ray or whatever, the only reason i would see to upgrade is for
1) energy efficency
2) maybe some future real time pc based hd-dvr system.
