Delete Clientregistry.blob, SteamUI.dll, Steam.dll and steamclient.dll
Steam has to be closed when you do this. Restart it and Steam automatically downloads the new files to replace them.
If it doesn't boot, just install windows without reformatting. It will "delete" the old windows install and copy over it. All of your files will still be there. Boot into it (It'll probably run like ass), copy what you need and then restart/reformat/reinstall.
