I need to be able to run 2 programs and have a USB keypad or programmable-button device to always control one of the programs, regardless of which has focus. My main, standard keyboard will act as normal and control whichever app has focus.

I've been tasked with finding/researching mini-ITX systems for use in a DOS retail network environment. These systems need to be very entry-level (<1ghz, 128mb ram, 20gig disk space, etc), and preferrably <$300.
I'm new to these SFF systems - does such a thing exist? I've found a few sites...
Need some advice. What would be the best card strictly for business use (no games, video editing, etc). Need to pair it with either a 20 or 24 dell widescreen.
Anything good available for <$200?
