i've had a t-rad2 on my 5870 since feb, in conjunction with a vrm-r3. temps are spectacular imo. i've yet to break 70 degrees c in kombustor at 1 ghz core and 1.275v. vrms are in the 50s. that's with the bundled fans, ambient temp 74 degrees f. suffice it to say, i'm pleased.
the reference card supports software voltage control, which will almost certainly enable you to hit 1 ghz core. the non-reference one does not, and xfx likely cheaped out on as much as they could. avoid the non-reference card if you want to overclock.

prices probably won't drop, particularly in the mainstream since nvidia won't have a 5770 equivalent fermi derivative until sometime this summer. upgrading your video card will definitely be a wiser upgrade. a 5770 or a 4890 would both be worthy upgrades, particularly when overclocked.
