Some people get "touch lag" because of the amount of apps and/or custom launcher/display/transparency settings or whatnot. Android also suffers from the windows effect, too many apps/apks will slow down the smooth UI experience.

Surprised no one has mentioned the Nexus 7 yet. It's perfect in all aspects - specs, size, and price. You could literally get a LTE version for the price of a Wi-Fi mini. No real downsides to Android, aside from apps on iOS are developed and work consistently.

There's a guy asking for $36 new for a celeron E3300 on anandtech. You can't really go any lower for best bang for the buck. The E3300 is equivalent to a E7xxx series since it's a 45nm ver. $20 would get you like a really low c2d, probably not even one, maybe even just Pentium D's.. Not sure...
