The anamorphic and cropping settings are changing the resolution. If you want to have a strict 1920x1080 ratio, in the Picture tab:
-change the Anamorphic setting to "None"
-change the Modulus setting to "8"
-change the Cropping setting to "Custom" and set the Top to "0"
