    i typically find that RAM prices don't change much. I bought a 2gb stick of Patriot DDR2 667 RAM for $37 two years ago and it's still $32 on newegg.

    Considering you can get a i7 920 for ~$200 used, I don't think it's worth it to get the Sandy Bridge. You can easily fit a sexy i7 system within your budget. $200 -board $200 cpu $100 GTX260 $100 Ram ? That's about all you need IMO.

    Q6600 to Q9550 Upgrade?

    They no longer make the Q9550 so you'll probably end up paying more than it's worth. IMO anyway.
