The only time when I had a similar problem is when I tried using a KVM switch on my 3007WFP. Sparklies would show up on high resolutions only. When I unplugged the KVM, everything was OK. Can you try another cable?

You should always use DVI on monitor's native resolution. That'll give the best picture. Using VGA will give you a varying degree of blurriness, depending on resolution.
