I got the Micro Center flyer in the mail today. It's got the 3770K at $289. Just $10 more than the 2700K. It's also got some nice motherboard combos. Including the P8277-V Pro that I've been eyeing for $169 vs $219 regular price. Pretty much the same as Sandy Bridge.
For a HTPC 60GB is plenty. I've got a 40GB in one, and a 64GB in another and theres plenty of space. I wouldn't go to a great lengths to save space. Just install windows and use it like normal.
