Ok I fixed it. I was in game mode, as soon as I switched to standard it was fine.

Well I finally got my Dell ST2410 24 inch Full HD monitor. I am hooked up to a ATI HD 5870 with a DVI-D belkin cable. My issue is on white screens like google search results, my screen goes from bright white, to a not so bright screen. it seems to only do it if I am scrolling up or down...
