Ok I found my old geforce 260 (great old card :) ) and swapped it in the computer on a fresh install of windows with just the essential drivers and programs.
I still get the same performance issues. I also swapped the motherboard and the result is the same.

yeah I mean if it saves me $30, sure why not take advantage of it. the 3rd monitor will just be web browsing and using windows explorer, calculator, etc.
I have WoW using vsync and is capped to 59fps, i will try taking it off vsync and see if that helps. my fps when moving or a lot of spells are going off in WoW is 52-56 fps.

ok a little update on my problem.
I reinstalled the OS and installed all needed drivers off the motherboard cd. I still had the same performance issues as stated above. I then shutdown and took out the motherboard battery and put a jumper on the "clear cmos" pins. I then left the computer like...
I will reinstall the OS and install EVERYTHING from the CD and see if that helps. If that does not work, I am going to short the CMOS and take out the battery overnight and see if that helps.
i have tried an old geforce 260 core 216 and still get the same results as my 6950.
I looked at task manager and only thing that seems weird is the DWM.exe (desktop window manager) cpu usage keeps fluctuating from 0%-2% when playing a game and or watching videos.
