    It was, and is disabled, but it still flickers. I'm still forced to assume that the driver is the problem because I don't see the corruption with the 3.9 catalyst, whereas I see it plain as day with the 4.4 catalyst. Knowing ATI (And any other Video card manufacturer) the up the settings...

    Well, I tried my Radeon 9800 pro 128 on my other computer, and it still showed the corrupted cursor. So I put it back in my main computer, and installed the older catalyst 3.9 drivers, opposed to the newer 4.4 version. So far everything is working great, I haven't see the cursor flicker...
