    Not that I'm worried, I was just trying to understand why it never goes for lower clock if there is nothing to do, or maybe that's just windows... Anyway, what I was trying to do was to see if the fan cooler would stop if the CPU is basically idle. It seems like it won't.

    Well, OK, CPU utilization is slightly higher that your figure, perhaps 6-7% but that's because of ResourceMonitor app running (I can see that taking most of my CPU). But my point was about the Clock Frequency! That never goes below 50% of the max 1.65 GHz, even with that low CPU load.
