    I believe that is a psu shroud, its just used to cover up the wires coming directly from the power supply. People use it to tidy up their cases.

    Yes x2 on the flat black. You could try a clear cloat, ive never used clear coat before. Maybe some one else can chime in on that?

    I think it would help alot if you painted your psu, it sticks out like a sore thumb. Just my opinion, however it might void warranties. And a sleeving kit is a good idea too.

    I replaced my top 230mm fan with 3x120mm Cooler Master R4's. It increased airflow and dropped my temps ~1-2 degrees.
