I have an older PC that i'm looking to keep going until the new i5-8400 actually come in stock. However, i've noticed lately that it is just stuttering when it shouldn't (plenty of RAM, SSD, current drivers). Decided to peak under the hood a bit and thought my CPU temps were fine until I look lower. Is my processor honestly that hot and being throttled?

Do you use the OEM heatsink? If not then no it shouldn't. I think you need to remove the heatsink, clean up the old TIM, maybe even re-seat the CPU and give a fresh TIM and try again. I have i5 760 running and hottest it gets is high 60s and I have an CM 212+.

for sure, certainly it is throttling, those are awfully high temps for a CPU like that, specially considering that according those readings it's at stock settings, first thing to check, the cooler, it may be loose or completely off. I don't think even a completely clogged stock cooler will cause a terribly overheat like that.
 
Just checked. The TIM is dry as a desert. Bad news the OEM heatsink partially broke (plastic became brittle). Need a decent but cheap heatsink on amazon to hold me over till the i5-8400 comes out. Any thoughts/ideas?

Yeah, I thought so, it had to be a serious issue with the cooler to cause that level of overheating.

whatever you buy today will work with your i5 8400 with no issues as the socket mounts are the same, so you can buy thinking also in the future. I can always recommend the Cryorig H5 and H7, Reeven Justice, Thermalright TRUE Spirit 120 Direct/ 140 Direct all are really cheaps and offer high levels of cooling performance.
