Are 3rd party sites legit for Windows keys?

Are these guys selling illegally? I just can't see any of them being legit unless its a partner of Microsoft. I see them around for 40-50 bucks.
 
Bulk buys for the legit ones purchases with stolen credit cards for the others. Buy from the FS/FT section here there are members selling keys with excellent reputations and years on the forums and have not seen one complaint from any purchaser. And the prices seem to be better as well. Some will even include an emailed copy of the COA if you like.

When you're selling a $125 key for $25 in a forum, I seriously question the legitimacy of the key. Sure, they may activate, but I seriously doubt that the keys are legit for resale in the US. They are either from home use type programs or from foreign countries, either way, totally illegal for sale. I'm surprised they don't get banned for selling them.
