Web Usage-Based Billing On Its Way

How would someone go about doing this. I live in a community of about 7,000 peeps, and I think I can pull this one off. All we got is ATT and Cox, and we all hate them!
I'm not sure where to get started, but a referendum will be your first point of order. Be sure to hammer that the community will not be raising taxes, but exercising its RIGHT to have a choice of providers.

I promise you that your local ISP will demonize the idea. The will claim outrageous lies. But it's a very winnable fight. Talk to the right people (newspapers, TV stations, etc). Point out that it can and does work, and saves the citizens a lot of money. Broadband is cheap to produce, and the ISPs know it; they're charging five or more times what people in civilized countries pay and using that extra money to campaign against municipal broadband.

I've read numerous times now that Netflix is the biggest bandwidth user so therefore Netflix should be paying something to the ISPs and not us.
 
Basically these stupid fucks aren't going to be happy until we're back to a pay-per-bit pricing scheme.

netflix provides the content, the user uses the bandwidth drawing from netflix. netflix does pay for its bandwidth. they fill the pipe, you draw from it.

besides your idea would only put them and others out of business, and thats exactly what cable companies want, no competition.

netflix's only crime was hastening this process, lets hope the outcome favors the consumer.

people really need to speak out, and loudly, or just get stepped on like we are used to.

seems like they are just trying to deter people from moving forward, cable companies are like phone companies, when a fibre to the home, internet over power or wireless option that can provide tv/internet comes along current companies who hold monopolies on the phone/cable run to your house are out of business.
 
I don't see how caps are the solution. If you have a bunch of people using the internet all at once isn't bandwidth the issue then? Wouldn't it more effective to limit the speed so that others can use whats left?

I can't see how a router would care about total downloaded capacity from a single user. But I would see how a pipeline has a maximum amount of bandwidth at any given time.
