REALLY wierd problem with 7950 gx2 (Drivers? )

Running the 175 drivers on my GX2 (Upgraded from 169's ) and for some reason, CSS will NOT run above 25 FPS no matter the setting UNLESS the "pause" screen is up (Stress test running behind pause screen still, moving. Not ACTUALLY paused, JUST so we're clear. )

I can't for the life of me figure out what is going on. Upgrading drivers worked for a bit and then it broke again <_< What the hell :(

Basically, while running normally, 25 fps, when the menu is on screen (But game still running in background thanks to steam community bug ) it runs normally and smooth as ever :S What the hell.

Tried running in single GPU, multi, Sli enabled and disabled. UGH! Nothing seems to help :( Hate this fricking card. Someone want to donate something and lock this up in a time capsule so future generations will know what NOT to do? Grrr.
