This is really the answer I assume since as others have pointed out that it is a big step up to the 3070 ti but it just so happens there are no games that I play that can take advantage of the added speed and higher image quality to make it worth it.

The only upgrade people usually don't know is available is very good cooling for the cpu and gpu.
The better the cooling the better the cpu or gpu stays at that highest boost clock and for longer.
I think this would be a good thing but just because a game can take advantage of sixteen threads doesn't mean the cpus with lower threads will perform worse. It likely just means the cpus with more threads will perform better.
Do you live near to a MicroCenter? They price match and you should go in and talk to someone in the build your own pc department, if so. You'll be able to get it new if you can fit it in your budget same day.

Why would he lie about it? Wouldn't overclocking cache make the CPU run faster? I always assumed, seemingly incorrectly, when you OC the CPU that the cache would automatically be amped up as well.

Talent is great but brute forced R&D will always beat out trying to utilize tricky new technology.

One thing I do like about AMD is that they went super hardcore into threading after they kept getting destroyed by the threading by Intel

AMD is and has been nothing but a novelty for fan boys for a while. Unless you're doing heavy OC work or doing some niche computational stuff the CPUs are still behind even the 9th gens for gaming.
Also, with no GPUs on-chip, the clear leader for business will always be Intel.
