On the yeong yang YY-0221 are the two side doors interchangable? Specifically, can you put the one with the fan cutout on the other side by flipping it around?

No. there are angled hooks on the back that the doors attach to the back of the case with.
 
they are not interchangeable period... there is also a lip under the door, a rolled lip at the top, and the hooks are off set if you hang them on the wrong side you end up with a 1" gap at the top of the case and the door wont close becuase of the lip
