I'm currently making my first computer with little computer knowledge. And I'm unsure of whether the PSU in this combo is sufficient for all of my parts. Questions, comments, and suggestions are welcomed. :)

The power supply looks fine (Smart400), but not atx v2.0

Have you considered an Athlon64 based system? Because you should.

Vantec Tornados are loud mofos (>50dBa), 3 Tornados will probably be louder.
 
I'm actually on a very tight budget. I received my chip as a gift and I can't return it. Selling it would be a hassle so I'm going to stick with it since it's free anyway. I understand that tornados are extremely loud but I'm not a light-sleeper. :D Thanks.
