x86 Licensing

I've been reading how nVidia can't just buy companies like VIA and make x86 processors because the licensing doesn't transfer, but how hard is it to get the licensing?
I know Intel isn't on good terms with nVidia, but they aren't going to say "No, we hate you." Are they? After all, AMD isn't on the best of relationships with Intel.
So what's to keep nVidia from getting an x86 license and buying VIA for their expertise and product line?
 
It's not an "x86" license exactly, in order for nVidia to be allowed to make a chipset for a new line of processors they need to be licensed certain coding and documents that allow them to make the chipset and do it legally. Yes they could purchase VIA for their expertise but that doesn't help them if Intel will not allow them access to their intellectual property and even if they could engineer something it wouldn't be legal. This is also why Intels chipsets do not support SLI officially.
