x850xt Issues (cont)

My x850xt has some issues.

I've tried different mobo's, psu's, gpu's, cpu's, monitors, ect and it's been narrowed down to this.

It's not always in the same spot either and sometimes it's not there at all. Sometimes it's on webpages and sometimes it's not. It's very dynamic. I've taken the fan off, cleaned it, and then put Artic Silver 5 on the chip.

Those lines are insanely annoying because they pop up everywhere.

Also my brother has a working x850xt and neither of our x850xt's can run Aquamark3 benchmarking program.
