X1950XT problem

I just got a Radeon X1950XT recently and all seemed to be well, but I notice some "chugging" in games and was wondering if the fan on the video card was spinning fast enough or if it was throttling itself. I had a 7900GT in this system and it seemed to run smoother with that card, even though the framerate was lower. I've read in the past something about setting profiles or something like that, but I'm not sure how to do it. I went into the CCC and poked around, but didn't see anything about fan settings. I'm not sure what else could be going on. I expected all my games to play much smoother on this card over my 7900GT as most reviews showed the X1950XT performing on par with or better then a 7900GTX.

Oh and yes, I did uninstall the nVidia drivers, booted into safe mode and ran Driver Cleaner to make sure there wasn't any crap leftover from the 7900GT.
