I've been battling this card for the better part of two weeks now. My problem is it won't run factory clock speeds and is showing 16 pixel pipelines(suppose to be 48 i think). Right now the gpu is running at 499.5mhz and the memory is at 594/1188mhz. There has to be something Im missing. I've reinstalled drivers 3 times, tried omega drivers 2 times, updated my mobo bios and chipset, updated windows. Nothing seems to help, excepting forcing it to run the speeds with ATITool. This is translating badly into games aswell.
With my x800xt outdoors in wow 60fps was the norm, in a city 30+ was typical. That was with moderate settings @1280x1024. The 1900 doesn't run over 30fps outdoors and dips as low as 9fps in a city. However nothing changes on the 1900 when i change the settings in either direction. The 1900 in UT3 runs around 20 fps no matter what aswell(settings up or down) but it also spikes and dips a lot. I tried turning vsync and frame smoothing off but it doesn't help much. I swapped in the 800 and reinstalled drivers but now its doing exactly what the 1900 does and doesn't seem to run right either. It does perform slightly better in wow tho(1-3 fps).
My psu was going out so I thought that was the problem(it eventually burned up). I replaced it with a 500w antec and Im still having the issues, the old one was 380w. Temps all seem to be fine. This is driving me nuts. Also after the PSU went out all my mobo usb slots stopped working, they have power but no data goes through. Im not sure if that helps anything or not.

P4 3.4 prescott
2gb dual channel corsair xms ram(4x 512 sticks 4-4-4-12)
Asus P5ad2-premium mobo(almost everything onboard disabled, except audio)
2x 160gb SATA HDD
1x 40gb IDE HDD(system drive)
1x SATA dvd burner
Linksys wifi card
PCI usb card with 2 ports
Antec 500w psu
all in an antec sonata case with one 120mm intake and 1 120mm exhaust fan.
