X1800 XT OC problem

Can someone help? I cannot seem to OC my X1800 XT on the MEM more than 747. Anything over that and I get artifacting all over the place when scanning with ATi Tool or running a 3D app.

Could it be my PSU which is at 460 watts? Or should I be adding more volts?
