Would Adding Memory Disable Turbo Core?

I currently have an HP dv6 6117dx laptop which came with 4gb of ram and an Amd A8-3500m which runs at 1.5ghz stock but with turbo core overclocks up to two cores to 2.4ghz when needed. I just added 4gb of ram for a total of 8GB. I noticed that my cpu WEI score decreased from 6.6 to 6.1. So I checked and sure enough the cpu no longer goes above 1.5ghz. Does anyone know how to enable turbo core without reverting back to 4gb ram?

I've heard that a program called K10Stat or something similar will allow you to manually set your clock speeds.
