Windows XP update in infinite loop?

Hi everyone.
When I run windows update it says that the latest update is "Microsoft Windows Installer 3.1" and "Windows Genuine Advantage Validation Tool (KB892130)"

Now, when I click download/install it downloads just fine, and it looks like it installs fine too, but when it finishes it says that the updates were unable to succesfully install, and asks me to restart for the updates to take affect. I restart, and run the updater again and the same 2 things download and attempt to install, and fail.
Also, on the windows update page where is says how big the files are that I am going to download, it says they are 0bytes...

Anyone have an idea what could cause this?

Install the file, reboot, and try again.

Tries in stalling, but I get an error.
"Access is denied"
and when I clikc OK it says
"KB893803v2 intallation did not complete.
Selevt 'OK' to undo the changes that have been made."

When I click ok everything I installed uninstalls and my PC restarts.
