Windows effing up? or hardware?

Hey i just built this computer and for some reason every once in a while the taskbar gets messed, its all types of random stuff that happens at random times for example sometimes the part where the time is displayed goes away so you cant see anything there and other times you cant see the windows that are open so it is just the normal taskbar and other times the bottom of it gets cut off.. im not sure whats going on but i have updated winodws, ran anti-virus, and ran spybot search & destroy and nothing helps..im also having random freezes to the point where you need to manually restart. when i first built the computer (week ago) i would get beeps from the motherboard once in a while which i ignored they were like short beeps with pauses like 3-3-2-1(something like that) that doesnt happen anymore so im lost..

antec 350
barton 2500+ (stock cooling no OC)
2x corsair value select 256mb
biostar m7?xxx? (dont remember the board name but if needed i can get it)
lite-on cdrw
wd 80gb 7200rpm 8mb cache
