Windows 7 + Firefox problem (link in new tab)

SOLVED

Firefox works fine, but when i want to open an external link in a new tab

for example...
>Digsby-> Double Clicking your mail type to open a new tab for gmail,yahoo,etc.
>Xfire-> Viewing someones profile by clicking it from xfire (launching a new tab with their profile on firefox)
>clicking a link on Steam (user sent message) <http://www.google.com>

+Normally these actions will open the link in a new tab+

Instead... i get a message that firefox is already open and in order to open up a new tab, it requires me to close firefox.

What i'm thinking is its calling on firefox to open a new process for every link
a shortcut link would look like
(example shortcut, not exact location)

["C:/Program Files/Mozilla/Fire Fox/Firefox.exe" http://www.google.com]
that would be what command the program is sending to firefox...but it doesn't want to open in a new tab...it wants to close down firefox and reopen it in order to view the link

i have open links in new tabs enabled

I did do a FEBE (FF addon) backup of all my settings and extenstions/addons from my Vista Installation, but essentially it should still work because i did download firefox and i did install it cleanly before restoring the backup
