[Windows 2003] Annoying overlapping windows over task bar

On a relatively new Athlon X2 3800+ system I've got Win2k3 installed for a while now, and ever since I installed it one issue with the GUI has been bothering me to no end:

namely whenever I maximize an application window (browser, file browser, word processor, etc), it'll overlap the task bar, making it impossible to access it directly. I've never seen this issue on a Windows system before and frankly I'm stumped.

Any ideas?
