wierd 3870 problems

I have had my 3870 since February and i really like it. I still prefer the image quality over nvidia, even if the performance is a little worse.

Anyway, just starting today, i noticed that rivatuner has the core set at 297mhz.... It has been overclocked to 860 for some time, and there has been no problems, perfectly stable. So i set it back to 860, and then it just goes right back down to 297. i tried stock, and it just goes right back down to 297. GPUz, no matter what i set it with in riva tuner, shows stock clocks, and it didnt used to do that. While i have not noticed a drop in fps with counterstrike, i have been extremely laggy, like the gpu is trying to catch up.

Is it going bad, or...

Its the Sapphire hd 3870 with an arctic cooling s2 on it

temps are fine.
 
If you aren't playing a game, then Powerplay will lower the clocks to conserve power. Check the clocks while you are playing a game.
 
I dont have catalyst control center installed, so i dont think i would be having those issues, but i will check.
 
i still have the lag problems in css, but the clocks do go back up to stock in game, but they refuse to go to my overclock, or any overclock at all.
 
Im using riva tuner, and this just started happening, just out of the blue.

I have tried ati tool, but i cant use it for some reason, it wont run.
 
it appears to only be a problem with counter strike source, and other games based on the source engine, because crysis runs fine.

I thought it was just me, but when playing CS:Source, I get around 35 fps with 20 ppl on a de_dust map. I'm using a 3870 512mb card stock, opty 144 @ 2.6gig, 2 gigs ram. No matter what I do, it runs the same speed as my x800gto.
