Why do some websites display like this?

Hi guys.

Some websites. notably Gizmodo, display all whacked out and 'framey'. I have included a pic to illustrate what is happening. Any help is appreciated. I would like to be able to get rid of this annoying problem.

I am running IE7, btw.

it didnt load the stylesheet for whatever reason. does it do this every time? i have it happen on occasion to various pages, nothing a refresh doesn't fix

Yes, it does it everytime...until I update Flash? Odd...
