Why am I having heat problem?

I've got an Actic Freezer 64 Pro on my Opty 144 and my idle temp (at 100% CPU is about 35C).

I had the fan running lower RPM to quiet it down and when installing the Orange Box my temp was bouncing off 70C! The freakin thing actually shutdown on me!.

I'm gonna be getting about $100 out of my PSP (selling it) later this week, so I'll have money to replace the HSF if you recommend me to.
 
that part is going to be a personal preference, i never turn mine down from 100% personally. fan noise doesnt bother me
