What's better CPU voltage wise?

For running an SB-E chip, is it better to have it fluctuate between 0.8-1.27V depending on load or have a fixed voltage of 1.15V at all times? Seems like there's no way to use offset and get a lower load voltage than about 1.27V, CPU only needs about 1.15-1.17V under load.
 
If it sits idle a lot, I'd have it fluctuate. If you are folding on it, or something else that loads it for a significant portion of time, then set the lower fixed voltage.
