I just recorded a video of me dragging a window around and seeing an LCD problem with my Dell 2007FP. Here is the link http://www.youtube.com/watch?v=rF4fAL1WazQ. So is that problem the result of a slow response time, or something else? Or could it possibly be due to my video card, which is an old Matrox G400MAX?

That's just slow updating. Not a display or necessarily a videocard issue (2D hasn't been an issue in ages, and even a GMA950 can do 3D GUI stuff okay). Looks like the OS is just really busy with something, or perhaps the application, causing redrawing delays.

It's nothing you should worry about, if you experiencing this in games try to activate vertical synchronization, but in windows there is no need, no one will be moving windows faster than computer is redrawing them. Is not the fault of computer or monitor, it's a property of computer.

Interesting... I just switched back to my CRT, and I see the same issue. Even when running in 800x600 mode, with no apps running, and just moving a little Notepad window side to side. The effect is less obvious on the CRT than on the LCD, but it's still there. I originally thought it might be just a bad response time with the 2007FP, but I guess not.

It is probably the drivers, if you don't have drivers installed for your video card it will revert to crappy generic drivers and it will be slow. Also why are you still using windows 2000?

I think you have video acceleration disabled. Try going to the video properties and checking the troubleshoot tab under advanced. If acceleration is already at max, try checking your drivers.

I get that kind of slowdown too when i do a reinstall and before i install my video drivers.

Well, I think Dell 2007FP uses S-IPS panel without overdrive technology, so this could be the cause.
I don't believe any graphic card could cause this.

I occasionally have this problem on my system. Usually a quick restart solves the problem.

I usually don't notice it until I start to play a game or if I am watching a video. During those two scenarios it is very annoying.
