whats the style of this background? where you have the color kinda blended in and out of the bg color? I want to do something similar but in a different color scheme and am not sure what to look up in how to make it in photoshop

Um... the crayon kid's-doodles style?
Pretty easy to do this with random faux brushes in PS, but you could do it a lot easier and have a much better end result by just getting a physical paint brush and paint, do some light brushing on the paper to get the look/texture you want, then photo/scan it into PS and tweak the color as needed.
The cartoony thing in the fore-ground you could also draw in PS, but probably easier to just draw by hand with a marker and scan it. Since that organic hand-drawn look is what they were going for here to begin with, you should get a better look just doing it the old fashioned way.
