I have it set to 1.65 in BIOS, but in both CPUZ and Abit EQ it says my Vcore voltage is 1.55 So what is it? I know that going up to around 1.7 is like the safe limit, is that in bios or in windows? Why is it different?

You might want to get out the DVOM and check it yourself :)

1.7vdc is chump change that isn't even worth talking about
 You should be able to easily go to 1.8Vdc if you have a good air cooler setup. With water 1.9-2.0Vdc is probably more the norm...some have been known to pump up to 2.4Vdc ;)

He his overvolting a P4 not an AMD here.
1.7v is the safe limit for many while other try it at 1.8v.

Voltage in Windows is actual voltage that the cpu is receiving so go by this voltage. If getting 1.7v in windows means setting 1.75v in bios then go for it.

Don't go over 1.7 volts with a P4 chip. You don't want to burn that out.
