What does this mean?

Total Max Power: 500W
+5V & +3.3V Total Current Power Can't Exceed 295W

So does this mean that my video card is not getting the 350 Watt that are needed for it?

Ahem...

It just means that the 3.3V and/or 5V can not exceed 295W. That's all it means.

It means you can't put a 350W load on the 5V rail, for example.

And your video card does NOT need 350W all by itself. And even if it did, it wouldn't be on either the 3.3V or 5V rail.
