What causes feedback?

In certain applications and games I hear this highpitched overlayer on the sound. It's irritating and my friend told me it was feedback and that my cheap amd processor (he's an intel guy) is what causing it. He showed me because my CPU spiked when I rolled the mouse wheel up and down and scrolled; I noticed that was one of the things that caused the feedback.

How?

Also, it is not a software thing or at least, directx, because I play EQ2 alot and there's not a problem at all. CS:S I notice the problem especially.

Point me in the right direction; I have know idea how to fix this. Help me asks the question I haven't asked....

Get your microphone away from your speakers or mute it in the playback mixer.
