I have an ATI 850XT and am very happy with it but....
Ocassionally I will notice a slight shimmering happen on parts of the screen. Almost like some kind of interferance is effecting the video signal.

I have checked everything I could think of, cables, drivers, etc.

I recently moved from a ATX to a mATX case and motherboard, and I had this problem on my old set up as well.

Any ideas?

Shimmering in games? or does it happen at random on desktop and games?

random on desktop.
Not sure if it happens during games, next time I see it I will boot up a game and check it out.
If it only happens on the desktop what does that mean?

Some pics would be nice. it really depends on how it looks like. have you tried different monitor? Also download SpeedFan and run it on background while playing games, or just browsing, and post back your temps.
