Weird Problem with cpu/ram divider.

I have an IT7 max with the latest abit bios on it. When I select by CPU 4:3 cpu/ram ratio in bios, CPU-Z and wcpuid both say I'm running 1:1 in windows. Its weird because I can actually OC higher this way than if I were to put 1:1 high or low strap in bios. Here is my sandra cpu benchmark.

Using an SP-94 for cooling but only has a cheap led 80mm (~34CFM) blowing on it right now. (92mm tornado was getting on my nerves, to loud). Temps are 44 CPU and 31 Case idle. 53C 33C load.
