Weird Power-Up Problem

ILike the title says, I've got a weird thing just truning on my computer. This happened after my brother rewired my comp, so I suspect it may be that, but listen to what I have to do to turn it on, a 4-step process:
1: With psu switch on 'I' down, push computer power button for 4 seconds, let go - doesn't turn on.
2.: Push comp power button, while held down, switch psu button to 'O', while comp power still pushed, then release.
3: Repeat step 1 again, with psu switch on 'O' of course.
4.Repeat step 2, with psu switch on opposites of course, except when I release the comp power button, I have to sort of pull my finger off the switch after pushing itr down farther, and pull it off quickly.
And it usually tale 2-3 tries to get it to turn on.
So: Bad connection? Bad psu? Bad comp button?
