weird power issue

Is this a problem with my PSU? I bought a Forton Source 530w PSU and sometimes after I turn my computer off it won't start back up until I switch the Forton off completely, unplug it, plug it back in, and switch the PSU back on. Also, when the system is off and the PSU switch is on, I hear a very soft hiss. Is there something wrong with it?
 
Little update. Its been running fine, but just now my computer locked up so I had to hold the power button down to turn it off. After pressing the power button the computer would not turn back on. I tried the switch on the PSU to turn it on and off and that didn't work. Finally, I turned the PSU off, pulled the cord out, put it back in, turned the PSU on, and hit power and the computer turned on. This can't be right.

Aren't there programs to give me info on my PSU's power?
 
i'm having the same problem kinda. i just got it a couple days ago and when i shut off my pc to put fresh arctic silver on my CPU, i try and restart it, and it wont turn on. maybe for half a second and it would shut back off.. sometimes i'd get lucky and my PC turns on with no probs. now i'm afraid of turning it off. is this a faulty PSU? should i return it to newegg? :confused:
