Weird Opteron 165 Problems

Some weird things are going on with my computer. I have an Opteron 165 @ 2.7ghz stable, and about 2 weeks ago I bumped it to 2.85 and got it stable on air, with no voltage (which shocked me.) I am running the stock heatsink/fan (I know, I know) and it peaks around 65C. Some weird things started happening, so I bumped it back to 2.7ghz (even though it was prime95 stable for 20 hours or so and orthos for around 20) and later in the week, during the post I got an error that read something like

"overclock failed, reverting to stock speeds. F1 to enter config or enter to continue."

Also, for the last few days my computer has not shut down fully, it almost does and then it restarts. It isn't a normal restart, though. The computer seems to fully shut down for a full 1-2 seconds before starting up again. My mouse cursor has been getting stuck as an hour glass when toggling my TV as a second monitor. After recovering from sleep mode, my computer becomes virtually unresponsive, will not shut down, and must be manually powered off. I realize that some of this (the mouse and sleep mode) could be software related, and yes, I have updated all the drivers. My question is:

Could the issue be the power supply? I have an Antec 380 Earthwatts (that's 80%+ eff) that is only 2-3 months old (not much decay in that time.) I calculated it only needed around 300-325 on load. I've monitored my voltages under cpu load and video load, and they only fluctuate a max of 1-2%, and the 12v rail only does about 0.5%.

Could the issue be the cpu cooler? The thing idles around 37C/45C with no overclock, open case. Peaking at 65C or 66C is concerning because these opterons are rated for a max of 65C.

Could the issue be a bad windows install? It's been over a year now since I've reloaded everything, and everything except the restarting and bios issues makes me think this could be it.

Any ideas? Thanks!

That is odd... I would say it could be your power supply. try running something like rithdrbl and orthos at the same time to draw the most power, and see if it restarts when all thats going. and 65C is pretty hot, I make the cut-off 60C with my opteron.

Honestly, off the top of my head I don't know, but I had the same error message with an Opty 165 and an Abit AN8-32X. PSU was an Antec NeoHE 550W, and the RAM was kingston hyperx ddr400. Temps at full load were under 50, I was using a TTBT. The 'overclock failed' message only ever happened sometimes on boot - if I left it on 24/7, it'd never happen.

It happened pretty infrequently and the computer would handle Prime and all just fine at the speeds it occasionally 'failed' at, so I wrote it off to the motherboard not liking me and didn't think about it much - IIRC it was a documented error that happened a decent amount on the abit forums, and I never remember seeing a solution. I didn't have any of your other problems, though.
