Weird issues with x1950xt

I have some weird issues with this video card. When I try to play some directx games, specifically Neverwinter NIghts 2, I get graphics corruption and flickering, but when I go play Quake 4, which i assume is opengl, there's no corruption whatsoever.

Also, I appears at times that the monitor isn't getting a signal from the computer whenever the resolution is changed. For example, when i boot the computer, I can hear the computer booting up, even hearing the startup sound in windows, but the monitor is blank. I have to turn the monitor on and off several times to get a display.

Any ideas guys?
