weird artifacts on desktop ?

i am getting this sometimes from random menu options, i can fix it by changing the desktop resolution and then setting the resolution back to normal, any idea on what causes this ?

this is a AMD R9 280X video card, windows 7 pro

it even show through the screen saver too
