Weird AGP Issue

I'm having a weird problem that's stumped me and a bunch of friends.

I have a Shuttle ST61G4 which has an ATI chipset (9100 IGP). I've been using the onboard graphics, but because I was looking to get into some more gaming I bought a sapphire ati 9600. I figured I could just drop the card in and it would work, but I could not get video from either the onboard or AGP card once it was installed. Removing the card fixed the problem.
After troubleshooting for a while I tried removing the card in the PCI Slot (a hauppauge PC-150) - with the PCI card removed the AGP card worked fine.
My first thought was PSU, especially since the shuttle only comes with a 250W unit.
I tried unplugging the NEC3500 AND the 2.5" laptop harddrive (the only other things I have plugged in) but leaving the TV tuner in and still no go.
So I'm wondering if there's somehow some conflict going on? But I'm not sure a) how that's possible since they're on different buses, and b) how I would fix that - I'm assuming some BIOS setting?
The BIOS is flashed to the latest available from shuttle.

Any tips for how to proceed with troubleshooting would definitely be appreciated. I'll list the full system configuration too incase it helps:

Shuttle ST61G4 w/ ATi 9100 IGP
Intel Celeron D 2.4GHz
512MB Kingston RAM
2.5" Hitachi 60GB HDD
NEC 3500
Huapuagge PC150
Sapphire 9600
 
There is no option to specifically turn it off. There's only an option to have it stay on in addition to the AGP card (Surroundview to support up to 3 monitors).

I don't think that's the issue though (conflict with IGP) because as long as the PCI TV Tuner card is out, the AGP card works fine (ie: the IGP detects the card, and shuts off).

Only one slot in the shuttle unfortunately. And I booted up with both working configurations and checked the IRQ's being used and there were no conflicts.

I agree it might have fixed it to put it in another slot...but I can't.

Anyways..
Ah well I give up. The shuttle has been trouble since day one. I've got an Asus P4P800-E Deluxe, CoolMax 400W PSU, Zalman 7000 cpu cooler and Silverstone LC-10 on order. Time to do this HTPC thing right.

PC Building has become quite the money pit though - I should have stayed with macs ;)
