WD 12TB Elements Desktop Hard Drive empty space

I just bought a WD 12TB Elements Desktop Hard Drive. I had never bought a HD that large. It was already formatted and when I looked at the properties of the drive I saw that 453 MB was already used.

It had two standard system directories

$RECYCLE.BIN
System Volume Information

Is that HD space reserved for the Recycle Bin?

yeah, it's just overhead for the NTFS filesystem and Recycle Bin most likely. That said, I usually delete whatever filesystem exists and re-create my own just to start fresh whenever I buy a new drive. Don't forget to choose "quick format" unless you want to wait 48+ hours.
